The idea of a Lagos Blue Line was created in 1983 by the late Alhaji Lateef Jakande, the state’s first civilian governor.  After being inaugurated in 2003 by Bola Tinubu, a former governor who is now the president of Nigeria, the project was completed 20 years later. The 27-kilometer rail’s construction, together with the design and development of the rail infrastructure, began with the awarding of the contract during the tenure of previous governor Babatunde Fashola. The work was to be completed in stages.

When he took office in 2015, former governor Akinwunmi Ambode pledged that the project will be finished in 2016. But it never came to that. Incumbent governor Jide Sanwo-Olu told Lagosians that the project would be completed by his administration when running for office in 2019. Former President Muhammadu Buhari launched the first phase, the Blue Line, in January 2023.

Marina to Mile 2 is covered by the first phase, and Mile 2 to Okokomaiko is covered by the second phase. The blue line will eventually include 13 stops/stations and will take roughly 35 minutes to travel end to end.
